What is the best way to promote my new novel online?

My new novel is a mystery/thriller. It is published by a small publishing house in NY. The reviews and reader feedback have been great, but my publisher's promotional budget is small, so I am looking for ways to use the web to really get the word out. I am a novice in this area, so I would appreciate the help.
The title of my novel is To Serve & Protect and it is available on Amazon.

Make a video and post it on You tube and other video sites
Go to mystery/thriller book forums and post info and links to the site. Try to get your links where readers will see them.

    You could also start a blog or publish selected portions in the appropriate newsgroups or even use the sponsored ads features on Yahoo and Google or free classifieds sites like Craigslist.

    You could follow the lead of Stephen King and place a few chapters online at your website - this could peak the interest of readers.

    If you have a mailing list send them a notice about your novel.

    If you want mainstream free advertising, mail out a press release with the summary of what people are saying, and a "local guy does good" feeling to it.

    Keep it short, and double spaced, and send it to every newspaper editor you can find in your area. If they need to fill for space or time, they'll send out a writer. It could even get picked up by the wire service.

    At least your local papers would love to do it. And for free.;
